From GYBC:

Great Yarmouth Borough Council is preparing a new Local Plan to replace the existing Core Strategy and Local Plan Part 2.  The new Local Plan will set out a strategy for the development of the Borough over the period to 2041.   It will set out the amount of new development needed and will determine where that development will go and how it should be delivered.  The new Local Plan will also contain planning policies that will be used in determining planning applications.

We are writing to invite you to make comments on a first draft of the new Local Plan.

Comments can be made by using the interactive document available at the above link or alternatively you can email a response to localplan@great-yarmouth.gov.uk.  We can also accept responses by post to Strategic Planning, Great Yarmouth Borough Council, Town Hall, Hall Plain, Great Yarmouth, NR30 2QF. 

A series of drop-in events for the public will take place in April where planning officers will be available to talk about the consultation:

• 15th April 2024 - 10am to 6pm – Great Yarmouth Town Hall

• 16th April 2024 - 4:30pm-8:30pm – All Saints Parish Hall, Beach Road, Scratby

• 22nd April 2024 - 4:30pm-8:30pm – The Old School Village Centre, Green Lane, Bradwell. 

A webinar for members of the public will also take place on 27th March 2024 , where a presentation on the consultation will be given together with an opportunity to ask questions. Register your interest in attending by emailing localplan@great-yarmouth.gov.uk

Update: A47 Links Road Roundabout to Victoria Road Roundabout - road markings

We wrote to you recently telling you about our plans to refresh the road markings on the A47 between Links Road Roundabout and Victoria Road Roundabout at Gorleston-on-sea, starting on Monday 19 February, for approximately three weeks.

Unfortunately, due to recent supply chain availability issues, this work has been postponed.

This work will now be rescheduled to a later date, to coordinate with other road works in the region. Once confirmed, we will contact you again.

We apologise for any inconvenience caused and thank you for your understanding.

A47 Links Road Roundabout to Victoria Road Roundabout: road markings

I am writing to tell you that we plan to carry out work to refresh the road markings on the A47 between Links Road Roundabout and Victoria Road Roundabout at Gorleston-on-Sea. Once complete, drivers will benefit from a safer, better-defined road surface.

We plan to complete this work over three weeks between Monday 19 February and Friday 8 March. We will work between 9pm to 6am on weeknights only, weather conditions permitting.

Work will be carried out in phases, starting from Links Road Roundabout, moving northwards until work is complete at Victoria Road Roundabout.

Access to James Paget Hospital will remain open, either via Brasenose Avenue, Jenner Road or the main entrance. Temporary signs will be in place to advise of any alternative arrangements.

NORFOLK COUNTY COUNCIL proposes to make a Temporary Traffic Regulation Order (NTRO7052) affecting the 1) Lowestoft Road from its junction with Longfulans Lane for 100m northwards; and 2) Longfulans Lane from its junction with Lowestoft Road for 100m eastwards in the PARISH OF HOPTON-ON-SEA to facilitate road closures to allow for safe access to complete duct works.

The road will be temporarily closed (except for access) between 09:30 and 15:30 from 31st October to 2nd November 2023, only while signs indicating the closure are in place for the duration of the works expected to be about 3 days within the period.  

Alternative route is via: Longfulans Lane, Coast Road, Station Road, Lowestoft Road.

If necessary, the restriction could run for a maximum period of 18 months from the date of the Order.

Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.

In the event of the start date being delayed the new start date will be displayed on site in advance.

Breydon Bridge closures as advised by National Highways:

As part of the commissioning phase of the work we are planning to have the below listed night closures over the bridge from Tuesday 22 August to late October 2023.

Closures and diversions

To carry out the work we will need to close the bridge overnight from 8pm to 6am on the following dates:  

Tuesday 22, Thursday 24 and Tuesday 29 August.
Friday 15 September to Thursday 5 October including weekends.
We will also need to undertake bridge lifts, during the daytime off peak hours (10am to 2:30pm) under traffic signals from Monday 9 to Friday 13 October. We will provide you with an update if there are any changes to the proposed dates.

Whilst the overnight closures are in place eastbound traffic will be diverted from the A47 at Trowse Newton to travel southbound on the A146. Traffic will then join the A143 at Gillingham to re-join the A47 at Beccles Road, A47 interchange. Westbound traffic will follow the same diversion as above but in reverse.

Planning Application 06/23/0378/F Potters Leisure Resort.  No.51 one bedroom plus associated works. Comments submitted by the Parish Council 16.8.23. Outcome awaited. 

Planning Application 06/23/0220/F Re-development of existing ancillary pitch and putt golf course to provide for the installation of 110 bases for the siting of static caravans with associated landscaping, drainage and utility infrastructure access, car parking and lighting at Haven, Hopton Holiday Village, Warren Road.

This application is to be heard by GYBC Development Control Committee at the Town Hall Great Yarmouth on Wednesday 26 July 2023, 6.30pm.  The meeting is open to members of the public,  A Parish Cllr will be speaking at the meeting to outline concerns of residents, as raised at the Hopton Parish Council meetings 10 October 2022 and 17 April 2023 (see Minute page).

Community Litter Pick Saturday 1st April 2023.  

Sixteen residents turned out for the village litter pick, collecting around 15 bags of rubbish.

Consultation re: Young children's play area at St. Clare Court (off Julian Way).

Update April 2023.  A Project/Bid has been submitted to GYBC Planning to use S106 money (developers contribution) to upgrade the play area at St. Clare Court.  We await the outcome. 

We welcome your comments on the following suggestion to upgrade the play area.

1.The swings are in need of refurbishment, and possibly one of the seats made into a flat seat, rather than the existing two baby swings.

2.The slide and climbing frame are at the end of their life and cannot be refurbished any further (as advised by GYBC).

3.If the slide and climbing frame are removed, we could bid for more modern play equipment such as wooden balance beams, “A” climbing frame, train (ode to the old station at Hopton), stepping stones etc.

4.The whole area could be repurposed as it is a long strip of green area with trees and the new play equipment could extend further along the area. The trees would remain in situ.

5. A seat or two for adults to watch over their children.

The play area is for 18 months to 6/7 years and is well used.

GYBC is holding £29,400 which is money paid by developers from new housing in Hopton. The money can only be spent on recreational facilities (nothing else). The money would cover the cost of items 1 to 5 with sufficient maintenance money retained by GYBC for 10/15 years.

If the play area is not upgraded, it will likely be lost in the next year or two, and the equipment simply removed by GYBC, when it reaches the end of its life span.

The Parish Council would like to know what you think about this specific proposal to upgrade the play area.

National Highways - A47 resurfacing works.

From Monday 13 March through to mid June.  Various sections of the A47 will be closed between 8pm and 6am midweek only (includes Hopton roundabout). Contact 0300 123 5000 for enquiries.

Go to www.great-yarmouth.gov.uk/planning-consultations (copy and paste into your browser) to view the document and potential areas for development in Hopton and surrounding areas.  There is a drop in event at the Assembly Room at the Town Hall on 26 January, 4 - 8pm.  All comments must be received by GYBC by the 27 February 2023.

This item will be discussed by the Parish Council at the 13 February 2023 meeting. 7.30pm at the Village Hall. All welcome to attend.
